State and local data, except highway and transit, are for fiscal years that generally start in July, except for four states with other starting dates (Alabama and Michigan in October, New York in April, and Texas in September). State and local highway represent a mix of data for calendar and fiscal years ending during the reporting period. State and local transit data are based on calendar years. Totals include expenditures for transportation general support, which are not reported in the table. Expenditure aggregates are revised due to annual revisions made to federal spending. Pipeline and Rail: Expenditures on these two modes are made primarily by the private sector. Rail: Government grants to the National Railroad Passenger Corporation (Amtrak) are included in rail. However, overall Amtrak expenditures are not included because Amtrak is not an entity of the government. Water: Civilian transportation-related outlays of the U.S. Army Corps of Engineers for construction, operation, and maintenance of channels, harbors, locks, and dams, and protection of navigation are not included due to lack of data. Local government outlays for road are not included in 2009 due to lack of data.
